Tricky question. SDs can cut off their energy BUT there are certain locations AND items that can act as reservoirs of SD energy (think: batteries). Tapping into these items would supply a Master with Elemental Powers even if no fresh energy were flowing from the SDs... until that reservoir is empty.

S1 and S2 were Act 1 of Jay's DR story. Season 3 is Act 2 of it.
