USDA’s filings from BEFORE the shutdown show Republicans raided the SNAP emergency fund. Essentially they stole the money till the account was empty. They didn’t want to admit they stole it so are fighting to not have to pay.
The emergency account is likely overdrawn now.

Also, healthy people are extremely low cost to insure. Why does that move the needle at all?
