It’s always an appropriate time to place the blame because those politicians who did vote for this and made those cuts should be blamed and should be held accountable. NOW and ALWAYS.

Those children are innocent victims of what Texans voted for. This was predictable, & what people of Texas decided they needed. What we should be seeing are repentant Texans openly disavowing what they voted for and apologizing.
