I think this is more a reference to quadricycles used to move goods of some volume. I think there's a likelihood that there will be some divergence in standards there in time given the additional forces involved versus a consumer-facing ebike.

It nearly already happened in Germany at 85%+, UK is certainly another market where it will happen, albeit slower because we don't spend so much on bikes. One way traffic.
