There are plenty of ice storms in the Midwest. The biggest problem in Texas is a lack of basic snow/ice infrastructure: very few trucks and a very vulnerable power system.

I hope you're right. Investing in winning teams would be the logical response from owners. But we don't live in logical times, especially when it comes to decision-making among powerful people.
