This is v welcome. However, there's still an urgent need to tighten up the controls re info that is shared on children's homes. Location of homes (whether pre or post planning) should never be divulged. I believe @ipso.co.uk await guidance from DfE so the editors code can be updated to include this.
The Editors’ Code of Practice Committee, which writes the standards that IPSO uses to regulate the press, has updated the clause on children to reflect society’s changing understanding of who has the right to provide consent on behalf of a child from January 1, 2025. 1/4

Deliberate policies that prevent connection, belonging and the development of social skills. The opposite of what is required to learn. The question is, what life have you lived or not lived, to create, condone and/or collude with such policies?

Value foster carer
& residential care & recognise the positive purpose of both.
Fund councils to place according to need, not budget.
Promote collaboration, coproduction & risk sharing.
Do with, not to.
Change the narrative.
Learn from what IS working well & replicate.

Capping costs will be counterproductive.
Building LA provision will help reduce use of unregistered homes but it won’t necessarily deliver value on a like for like basis.

The solution is far more complex and nuanced. It also involves genuine consultation with the sector and a culture of trust.
