The political puzzle Noah points to here—why are Republicans sabotaging policy that benefits their constituents?—is because Rs are doing politics in the friend-enemy mode where harming enemies at a cost to oneself is worthwhile, & Dems still think of it in pluralist terms of interest & compromise.
One possibility is that you try to frame your policies in ways that the GOP will feel it is in their interest to support. But that strategy has been ineffective so far. The IRA gave most of its money to Red states; the Farm Bill married SNAP to GOP subsidies. This should work! And yet. (5/7)
