Chères et chers collègues,
Dans un contexte budgétaire contraint, l’emploi des ressources du CNRS doit être optimisé, afin de maintenir le niveau de l’activité scientifique. Un sujet apparaît ici particulièrement important : celui des ressources propres banalisées disponibles dans les laboratoires. Celui-ci a retenu toute l’attention de l’équipe de contrôle de la Cour des comptes, sans préjudice du rapport à venir sur le CNRS. Il importe ainsi de préciser rapidement l’utilisation pluriannuelle, le cas échéant mutualisée, de ces ressources.
L’analyse de l’évolution des ressources propres banalisées fait apparaître en effet, pour presque tous les laboratoires, un montant de reports important, en progression régulière depuis cinq ans dans tous les instituts. Le CNRS a donc décidé de réaffecter au niveau de chaque institut 10 % du montant des ressources propres banalisées de ses laboratoires.
Cette réaffectation interviendra au moment de l’arrêté de l’exercice 2024, dans le cadre du traitement des reports de 2024 sur 2025. Elle portera sur les seules ressources propres banalisées (RPB) et ne concernera pas les autorisations globales de dépenses globalisées (AGDg). A l’ouverture de la gestion 2025, le montant des RPB de chaque laboratoire sera ainsi diminué de 10 % par rapport à la fin de gestion 2024, ces 10% étant réouverts simultanément au niveau de l’institut correspondant.
Les modalités d’utilisation de cette ressource mutualisée seront définies par chaque institut. Cette mutualisation permettra le financement de projets scientifiques des instituts, sur la base de besoins stratégiques, partagés et clairement identifiés. Si 2025 était l’année où une unité avait planifié un investissement important que ce prélèvement de 10% remettrait en question, son directeur ou sa directrice est invitée à se rapprocher de la direction de son institut de rattachement.
