Preamble
WHEREAS the Legislative Assembly derives its authority from the consent of the governed.
AND WHEREAS the office of Premier must remain subject to the will of the people and not be immune from democratic correction between general elections.
AND WHEREAS it is in the public interest to restore and affirm the people's sovereignty in holding their leaders accountable in a transparent and lawful manner;
THEREFORE, Her Majesty, by and with the advice and consent of the Legislative Assembly of [Province], enacts as follows:
1. Definitions
(a) "Premier" means the first minister of the province and the head of the Executive Council.
(b) "Elector" means an individual qualified to vote under the Elections Act of [Province].
(c) "Chief Electoral Officer" or "CEO" means the independent officer designated under the Elections Act.
(d) "Recall Petition" means a formal process initiated by electors to remove a sitting Premier from office.
(e) "Recall Vote" means a province-wide referendum conducted pursuant to a valid recall petition.
2. Recall Eligibility
2.1 A Premier is subject to recall under this Act after twelve (12) consecutive months in office.
2.2 No recall petition shall be initiated within twelve (12) months of the next scheduled general election.
3. Petition Application Procedure
3.1 Any group of electors, numbering no fewer than 10,000 and distributed across at least ten
(10) electoral districts, may file an application with the CEO to initiate a Recall Petition.
3.2 The CEO shall render a written, publicly available decision within ten (10) business days.
3.3 If the application is denied, the decision may be appealed to the Electoral Fairness Review Board within seven (7) days.
4. Signature Thresholds and Collection Period
4.1 Upon approval, petitioners shall have ninety (90) calendar days to collect valid signatures from at least:

![5. Recall Vote Procedure
5.1 Upon validation of a qualifying petition, the CEO shall issue a writ for a province-wide Recall Vote to be held within sixty (60) days.
5.2 The Recall Vote shall ask:
"Should the Honourable [Name], Premier of [Province], be removed from office before the next general election?"

5.3 If more than fifty percent (50%) of votes cast are in favour of removal, the Premier shall be deemed to have vacated the office immediately.
5.4 The governing party shall select a new leader within thirty (30) days. If no successor is named, a provincial election shall be held.
6. Independent Oversight
6.1 The Electoral Fairness Review Board, an independent tribunal, shall be established to hear appeals and complaints related to this Act.
6.2 Allegations of corruption, interference, or partisanship by the CEO shall be referred to the Provincial Integrity Commissioner.
6.3 Any person found guilty of interfering with the recall process shall be liable to a fine not exceeding $100,000 or imprisonment not exceeding two (2) years, or both.
7. Democratic Intent

AND WHEREAS representative democracy must remain answerable to the people at all times;
THEREFORE, Her Majesty, by and with the advice and consent of the Legislative Assembly of [Province], enacts as follows:
1. Definitions
(a) "MLA" means a duly elected Member of the Legislative Assembly.
(b) "Constituent" means an elector residing in the MLA's district.
(c) "Recall Petition" means a valid, formalized effort by constituents to initiate a vote of removal
(d) "Recall Vote" means a constituency-level referendum on whether the MLA shall continue to serve.
2. Petition Eligibility and Limitations
2.1 An MLA shall be eligible for recall after serving at least twelve (12) months in office.
2.2 No recall petition shall be initiated within the final twelve (12) months of the legislative term.
2.3 Only one (1) recall petition may be initiated against a given MLA per calendar year.
3. Application and Signature Requirements
3.1 Any constituent may file a Notice of Intent with the Chief Electoral Officer.
3.2 Upon approval, the proponent has sixty (60) days to collect signatures from at least forty percent (40%) of registered electors in the constituency.
3.3 Signatures must be verified by the CEO in accordance with provincial election law.
4. Recall Vote and By-election
4.1 If the petition meets signature thresholds, the CEO shall issue a writ for a Recall Vote to be held within forty-five (45) days.
4.2 The question on the ballot shall read:
"Should [Name], the Member of the Legislative Assembly for [Constituency], be removed from office?"

[] No

Did you notice how this is normalized by the world? Does it make news anymore? Is anyone among international community doing something about it? This is terrorism, russia is given freedom, and half of the world is readily cooperating with them.
