If it's decent event yeah they'll have vendors and community stuff there. It's a tradition to have lots of food after a marathon including soft pretzels, bananas, and beer! For what it's worth, usually a lot of the money also goes to charity :)

Yes, you do, but this is mainly due to road closure permits, all the rail guards, event tents etcetera plus the food, photos, other entertainment. I only ran a half marathon but it was a really cool experience and worth the money. For context, I paid $100.
