Since the y axis is just ordinal quantities, it's odd they didn't show it as a bar or line graph (with perhaps a little more specificity as to year, month). Clearly someone at WSJ was having a laugh.

#1 is a great suggestion. It's real and actionable. People have been suggesting it since 2017, but as a practical matter, the AFL-CIO or Indivisible has to be the one to start it.
#2 is still too vague. Which vulnerable folks? Assuming "non-whites", how do you propose to protect them?
