News: it wasn't rust-analyzer at all – it was Microsoft all along! All works perfectly fine and consumes normal amounts of battery and resources in VS Code Insiders, just not in the stable app. Turns out I can't escape Microsoft's ever-enshittifying clutches even on MacOS.
