A horse lifting a hind leg like hat is a sign of relaxation. This is how they look when they sleep standing up, or just when they want to rest and conserve some energy. It's a super common sight when watching happy/content horses just chill, but you almost never see it in games/movies/etc.

My horse game consulting work today involves explaining that a standing horse lifting one leg and staying like that actually has completely different implications for when it's a foreleg vs a hind leg, and only one of them is a good idle animation
