The reason was an increase in expenses by 14.6% year-on-year with revenues increasing by only 6.9%.
The largest deficit was recorded in the Kemerovo region (43.9 billion rubles), Irkutsk region (41.1 billion rubles), and Yamalo-Nenets Autonomous Okrug (38 billion rubles).
