Pretty fucked up that the party in charge of the government would vote to shut down the government and then leave town.

This is pretty much my whole thing. Downside risk is higher than many are crediting, upside potential is low (probably at best get a short term actual clean CR). GOP congress is not passing legislation to rein in Trump. It may still be worth shutting it down. Just be honest about what’s to come.
