Here's my full statement: STATEMENT FROM MAYOR BOWSER ON REBUTTABLE PRESUMPTION FOR PRE-TRIAL DETENTION The Council cannot backtrack on public safety. We cannot go back to the summer of 2023 when the fear in our city was palpable - a time that terrified residents, businesses, and visitors alike. Judges holding violent offenders has helped us drive down shootings, carjackings, and homicides. Since the legislative changes went into place in 2023, we have reduced violent crime by 47%, and there is no evidence the Courts have applied pre-trial detention in a manner that is not consistent with the fair administration of justice or safety of the public. What we hear from the community every day is that they want their government to keep people safe. They want more concern for victims and more policies that prevent people from becoming victims. We have a policy that is working for our city and now is not the time to backtrack and repeat past mistakes and past policy failures.
