(If any of my players are reading this, they should stop now to avoid slight spoilers). The Magpie is a resistance fighter, but when he returns home to his base he sings a song like this, he's been fighting this fight a long time, and it's a struggle, so the parallels to the songs themes ring true.

I started writing a campaign for my Dungeons and Dragons campaign based off of various Mountain Goats' songs. The first was Magpie, which gave me a fairly important NPC in the world. And while I do like magpie, Quito really gave me the vibe of this person.
