Is there some reason Gyrus and Flamerush Rider read "and that's tapped and attacking" instead of "create a tapped and attacking token"?

I can see how someone might read Flamerush Rider and confuse the phrase as the Targeted Creature needing to be tapped.

How is that Ruling "wrong"?

Isn't leaving one zone / entering another zone two halves of the same zone change?

If Hushbringer / Panharmonicon doesn't interact with Leaves the Graveyard abilities, they why does Teysa Karlov work with is put into the Graveyard "from anywhere" abilities?

Isn't this at odds with Arixmethes?

Arix is always seen as entering as a Creature.
The Static ability doesn't apply until it has Counters. It doesn't have Counters until it's on the Battlefield.

So, applying Impending's Replacement effect shouldn't make a difference on whether Authority applies.

To consider whether we can apply Arix Enters Replacement effect, we consider what it would look like on the Battlefield.
Arix Static ability is not currently considered, because it does not have counters.
Thus, Dress Down applies, removes the ability, and does not enter with counters.
