For most cities in NYS, the Municipal Home Rule CHAPTER 36-A, ARTICLE 4, Section 37 provides for cities and cities alone to initiate charter amendments by petitioning them to the ballot. NYS Home Rule laws are a byzantine mess btw.

Right, and I'm saying there is an opposite issue in which we assume most or all human behavior has no common origin in other animals to the point we also get it wrong. Both are extremes that can lead to absurdly wrong conclusions.

I am disagreeing - though more so cautioning a limit on that logic. A human would do the same to a rabbit in the same circumstances. Assuming that human 'ethics' *doesn't* originate from some evolved animal behavior w/ common origin is the issue I have. 'human exceptionalism' I believe is the term.

So would you if you were in the wild and starving, and your ancestors did too. If we precluded any similarity to human behavior and motives based on that we would literally be coming up wrong.
