Not 100%, the details were handled by more intelligent people. As primary beneficiary and spokesperson it's well over 50% he bears the blame, however.

Fully anonymous gives too many carte blanche to file false reports against cops. Any bill needs to guard against non-anonymity making reporters retaliation targets though, like requiring identities be kept under court seal.

He is the least irresponsible, that's about it. He still has some legal liability due to the entire call amounting to active espionage and he did not report it to FBI or Secret Service.

You can still volunteer, I think, but max age for being "called back" is like 64 or 65 in the federal code, per the definition of militia. I consider my oath as still valid also so am looking at that too.
