It's possible there's some sort of heat-resistant coating on the fabric, but I would be shocked if it washed off with soap and water.

Ok, I would probably wash it in the machine on delicate and hang to dry.

And scent beads. All three of these add waxes to the fibres and uh, waxes under your iron probably not a good idea. For your iron or for your sewing projects.

For surface cleaning, would also depend on what you're trying to get off the ironing board cover.

Whatever you do, DO NOT USE DRYER SHEETS. 'Cause that could be a fire hazard. (Also dryer sheets are awful and should never be used period but I digress.)

Oh this also applies to fabric softener to.

Depends on what it's made of. I wouldn't put my iron board cover in the wash, it's made of some weird heat-resistant almost vinyl and the foam back is sorta disintegrating (the elastic definitely is).

My Mom's cotton ironing board cover? Yeah, would throw that in the wash.

I can do this virtually! (It's actually better for me 'cause it's less likely to irritate my MCAS than in-person lessons.)
