Ironically, he's describing my brother. He was never institutionalized, he was cared for by primarily our mother, with help from his sisters and caregivers funded by a Maine "waiver". He was beloved. Although he was born with Down Syndrome, my mother also had Rubella in her first trimester (CRS)
