Ex asbestos analyst here: it's actually not that difficult or expensive to send a sample of sand for testing in the first place. This could have been so easily avoided (BUT note that sand is non-homogeneous, so one sample from a bucket may have asbestos fibres, but another sample of sand may not)

Leaving aside ridiculous failure that this could occur with a childrens product, here is the immediate guidance from WCC:
1) Place in a plastic bag, put that plastic bag in another plastic bag & tape shut
2) Label 'Contains Asbestos'
