And here they are talking about the idea of offering clemency for that purpose—which they quickly agree they can’t do because it would be too “hot” politically. Meaning, nobody would buy their alternative explanation and they’d probably go to jail just for that.

If there is evidence they offered clemency in exchange for testimony, that’s obstruction of justice—as Nixon and Dean understood when that was raised during the Watergate coverup.

Here they acknowledge that “taking care of” potential witnesses ($$$ so they keep quiet) is obstruction:
