The following items included in the report are of particular note to Loring Park: Projects: PRK53 - Loring Park Implementation MPRB requested $1,860,000 for general improvements to the park in 2028. CLIC has recommended funding this project in full. (Note this was previously a 2027 request, but all parks requests were pushed back a year due to MPRB's 2026 focus on North Commons Park.) PV056 - Asphalt Pavement Resurfacing Program Public Works requested $22,300,000 for city-wide street repaving in 2026, which includes several streets in the Loring Park neighborhood (portions of Willow St, Spruce Pl, Yale Pl, 14th St, Grant St, and Harmon Pl.) CLIC has recommended funding this project in full. PV180 - Loring Greenway Public Works requested $500,000 in 2031 to address aging and deteriorating Greenway paths, walls, seating areas, lighting, signage, and other various public realm infrastructure, including upgrading the right of way to meet current ADA design standards. CLIC has recommended funding this project in full. Comments: Public Works: Project Communication (page 10) "CLIC has been made aware of Public Works projects happening without prior communication or discussion with neighbors and neighborhood organizations. Of particular note is the unannounced removal of the Loring Greenway playground last fall - with no plans for replacement - and the installation of large drainage ditches near the intersection of Hennepin Avenue and Harmon Place. CLIC expects that Public Works share their detailed neighborhood engagement process and review, to ensure transparency and communication about upcoming projects with the neighbors affected. If a normal, well-noticed public engagement process is not possible, CLIC requests an explanation." PV180 - Loring Greenway Maintenance and Repair (Page 15) "CLIC understands that some key assets of the Loring Greenway, including the fountains and lighting system, are not currently functional due to dangerous access conditions in an underground vault. Repairs are scheduled in 2027, with permanent improvement levy funding. In the interim, the fountains are off and lights remain on 24/7. Given the urgency in completing these repairs, increased operational costs of the lights, and safety concerns for City staff working in the vault, CLIC expects that regular maintenance is being completed with appropriate and timely funding requests to ensure that core functions of our public spaces do not reach preventable points of catastrophic failure." Of Note: Of great concern to all of us right now is the current state of the fountains and lights on the Loring Greenway. While I worked to get funding to address this, the best I could get was funding for the 2031 request, which doesn't really address the immediate concerns. These concerns are scheduled to be addressed in 2027, through funding that CLIC has no affiliation with. That said, I've met with CM Cashman and her staff about this, and we will be looking at what steps can be taken outside of CLIC to make the necessary repairs to the Greenway. More to come on that soon, I'm sure.
