Assuming we're counting small token generators as well, maybe 15-20 at the least. If my commander either is small, or makes small tokens I'm willing to push the number towards the lower end if I have to. Same if I'm playing stuff like flicker.

Agreed. Having this many legends per set just devalues what it means to be legendary. Most modern standard sets (2020 and forwards) sit somewhere between 15-25 legendaries with some outliers (LCI: 31, FIN:97!!!! TLA has 24 revealed so far and it's not even out)
Most older sets only had a handful.
