It is legit both funny and moving, and one has to admire the nerve of making a scathing satire of Hitler in 1940.

Göring, has so many medals pinned to his uniform that Hynkel has to turn him sideways to find room for the latest addition. Hitler was at the peak of his power when The Great Dictator was being made, but Chaplin had already recognised that, as with every subsequent dictator, his villainy was bound up with his immaturity.

The dastardly offense of "Minor under 18 playing pinball machine" is always a good one. We can't let people get away with that kind of thing!

(I have no idea why this would be a crime.)
