Well that and the war machine can coopt anything. It would have originally been the equivalent of a hippy wearing a peace sign, but (can't remember the source for this so grain of salt) during WW2 it was turned into a thing for school kids to make and sell for war fundraising

I imagine it started off as more of an anti-war "hey, let's not send an entire generation of boys to be chewed into mud by Hell Weapons again" symbol and then, oops, they kept on doing it

It's a WWI remembrance thing (Flanders was heavily poppy fields, before) that metastatized into a whole "support the troops" kind of thing
