My guess as to why is the same as yours... building company lobbyists. Still pathetic though. Would cost them hardly anything per house and cost easily transferable to the buyer.

We had to go private. The kids get checkups for free there, but we had to pay for son's braces - i got similar treatment as a kid for free on NHS.
