The Trump administration is testing the limits of his power and authority, all the while working behind the scenes to add more political appointees to positions that were previously subject matter experts or career appointees that has deep knowledge in the programs they implement.
As phrased here, this is not legal under the ICA. OMB and/or agencies cannot refuse to apportion/obligate appropriations because they are not "in line with the president's agenda."
