The criteria is not universal, and the criteria has changed a lot over the decades.
In the 70s when I had "gifted" testing it was based on IQ & "social aptitude" - whatever that meant in 1978.
But I thought they'd moved away from IQ scores?

There's lots of evidence that some of these guys are using their personal vehicles. Insurance companies DO NOT PAY for damages incurred while using the vehicle for commercial purposes (meaning, on the job) unless they've paid for commercial insurance. Which I'm sure they haven't.
