I respectfully disagree. Giving the government a week before it would have to return Ms. Öztürk to Vermont takes away any argument that it would need an “administrative” stay from Justice Sotomayor if it were to seek emergency relief from #SCOTUS.

It’s rather clever on the panel’s part, in my view.
Right. Even when they order the Government to obey the law, federal courts are giving the scofflaws too much time to comply. That normalizes foot-dragging and evasion.
May 14? Why not May 7??? This is not like some 1850s ruling which takes a person riding a horse a week to get to the jail.
