The browsing users are defaulted to family-friendly content unless they pass age verification.

And the verification is zero-knowledge based from certified agencies with users having a choice in which of those to use.

Any site, account, post or comment defaults to adult-only. The owner/poster has to deliberately choose to make it family-friendly when they post/set-up. If they **** up then they are (legally) responsible for the consequences.
