Could you point out the specific paragraph in the EHRC guidance? There is one part that mentions "some circumstances" where a trans person is allowed to use neither toilet which Vaughan addresses in paragraph 10 iirc.

Unfortunately the EHRC does not care about any argument that boils down to "have some sympathy you moronic sociopaths". I hope Vaughan's intentions were to make the female writers of that guidance realise that this is a problem for them.
