Pyrrhia has been at war for twenty years, meanwhile Pantala hasn’t seen a war - and really their only significant war - was 50 years ago! Pyrrhian dragons know only war, but they understand the gravity of war too. Pantala was in a very fragile state of “peace” where they got to build up.
