Yes and no. Most big operators use tablets. Plus will massively help with data quality. one of our top call to the contract centre is MOT corrections - sometimes MOTs get logged against the wrong vehicle due to VRM input error. Same for odometer readings. Data extraction from photos will solve this.

Yes, MOT fraud is a big deal. And, yes, the aim is to have some form of machine learning in a future iteration. Storage? Photos are only kept for the life of the certificate (so, a year) before getting deleted so not massive cost.

I don't think it's fair to say people outside London don't have the right skills. DVSA don't have a presence on London so we don't hire there. We've found great people in Leeds, Manchester, Bristol etc. Yeah, it's probably more difficult, but it can be done... Key is (always) conditions and wages.

Interesting one this (now I'm on the outside...). I feel like we should be doing more big projects like this - but understand the baulk at the costs. Same with the DBFO model of getting it done. Seems like this might be the last big Highways project anyway so go out with a bang??
