The thing is, 'juicing' is inherently in tension with algorithm optimization. An extreme demonstration: post-musk blue checks, where boosting anyone with $10 instantly destroyed comment sections. Virality is hard to organically + reliably induce. It can de-boosted though, or used as a 'carrier'

Part of the challenge is that 'going viral' is a chaotic phenomenon and I'm not sure social media companies actually have much control over it (because if they did, they'd be selling 'going viral' to advertisers)

The problem is that 'purpose' is a useful shorthand that even evolutionary biologists slip into (i.e. the reflexive answer to "why do cats have eyes on the front of heads but mice have them sideways?")
