This kind of thing is par for a course when there's a law that NYPD doesn't actually want enforced. It can be combated with an energetic effort from a city council that cares about the issue, but we haven't had one of those for a while either.
In 2019, the council passed a law that upped the fine for using a fraudulent parking placard from $250 to $500.

But an analysis of more than 20K violations issued from 2020-2024, not a single driver has been hit with a $250 penalty, let alone a $500 fine
