Interestingly the first depictions of large mushroom clouds we have (with people explicitly comparing them to mushrooms) are from the late 18th century, as people witnessed explosions of large amounts of gunpowder such as in the 1782 siege of Gibraltar, so maybe Hugo was riffing on that
