A president who seems to understand the value of a rules-based approach to international trade, of allies (he praises Canada as trade partner) and a Congress who does something, anything, to guide the executive's behavior....I never thought I'd have so much nostalgia for second term Reagan! [3/3]

The speech is perhaps signaling to Japan that the US doesn't want a trade war (despite the US duties) -- but also asking Democrats in Congress not to tie his hands legislatively (especially with the Gephardt Amendment to the Omnibus Trade Act) [2/3]
