The animation is extremely simple, just scaling each bone up and down. The trick is then to offset two of the axes by a few frames. Y axis in this case is the one along the length of the bone.

Each bulby part is then additionally offset from the rest.

Each bulby part is animated with a bone. The best result is achieved when the bone is deeper in the model, not on the surface.
