This is what happens when you have provinces in charge of health care. It should be universal and the same throughout Canada. I.e. federally regulated and not provincial jurisdiction.
While Alberta's record on this awful, the rate of cases is about the same as the other whack-job-led Con province, Ontario. In AB, 679 cases in population of 5 million; Ontario 1,900+ cases in population of 16 million.
