The Probation Oversight Commission recommends changes to who oversees college and vocational education for incarcerated youth.

On November 18th, the L.A. Board of Supervisors will consider the POC’s proposal for LACOE to provide quality higher education in Probation facilities.

Chief Viera Rosa reported to the POC that fewer field staff do not necessarily lead to higher recidivism. Research supports this view. Studies show that intensive supervision, with frequent meetings and drug tests, can actually complicate the lives of probationers and hinder rehabilitation.

L.A. Probation’s budget tops $1 billion, even as the number of people under supervision has dropped sharply over the past decade. At the same time, the County faces more than $4 billion in claims tied to decades of sexual abuse in probation juvenile halls and camps.

In 2019, the L.A. County Board of Supervisors voted to phase out OC spray in juvenile detention facilities. Campus Kilpatrick, which re-opened in 2017 as the flagship of the L.A. Model with a focus on youth rehabilitation, has never used it—until now.
