I'd argue the core lesson of the Biden administration is that apathy and disgruntlement actually increase when times are good and stakes are low. People voted for Trump out of boredom, on some level
Trump 2.0 is a product of voter apathy, which is why it seems quite debatable how good the institutions were when running "smoothly"
