Unsurprising. Putin does not want peace because it would:
1. Force a reckoning over why nearly 1 million Russians have died in Ukraine.
2. deconstruct the pro-Putin war culture built in the last 3 years.
3. Force him to deal with 100s of 1000s of demobilized soldiers.
