No it's a way of saying those trade offs exist all the time. Spending in excess of taxation is always inflationary to the extent it exceeds private sector desires for saving, whether it is financed via debt or money printing.

I think the true insight is that deficit spending=money printing. There is no magical moment when we run out of bond buyers and we have monetize debt it is just something that happens naturally as a matter of course

That comes from over stimulation of the economy. The balancing act of getting the right quantum of stimulation for a given emergency is not affected by the fiscal conditions going into the emergency.
