Doesn't seem wild to me? I mean, isn't reconciling "don't trust gov" with "gov should do stuff" a normal but fundamental necessity of successful governance? Those two "mindsets" (tho this isn't really about individuals) get reconciled thru things like constitutions, courts, FOIA, elections, etc.
