To my knowledge Microsoft historically is fine with fangames as long as you don't use any official assets.

I really love your site! There's alot of variety between pages, I especially like the post-it note vibe for the journal page. Over all it has alot of personality which is probably the biggest compliment I can give. I am Mike Hawk's biggest fan now.

Allowing downloads should be fine to my knowledge as long as you don't run out of bandwidth or storage

Depends on why you're making the site but I think more sites should have some form of "scheduled update page".
My site has a page I update weekly with a new incoherent rant about something I like and it really helps me stay invested in my site and continue updating it.
