All Republicans except Brian Fitzpatrick just voted or changed their votes on the rule to yes. The rule just passed, 219-213, with all Dems and Fitzpatrick opposed
Republican leadership are claiming Perry will return at 3:30 and then most or all of the holdouts will fold and flip their votes to yes, at which point debate on the underlying bill will begin. They've only scheduled 1 hour of debate, with other delays this would set up a final passage at like ~6:00
