Unfortunately the model doesn’t seem to work as well in other states, possibly because the pool of participants isn’t large enough.

Many union CBAs there require that employers contribute to the Plan to offset the cost of health insurance plans that are available for purchase. This holds whether a worker works for a single employer or multiple employers who contribute to the plan.

Many unions maintain health and welfare plans for their members, particularly those who work numerous jobs and don’t have a single full time employer. They don’t work very well - premiums are expensive and the funding is often problematic.
